I believe the octopus may be a reference back to 19th Century muckraking against the wealthiest and most powerful in society; there was a book about the oppression of the people by the monopolistic power of a railway, which was so titled.

The mayor caved in.  But, it was AFTER the actual parade, after the media had cut away, and par for the course, they were followed by 3 truckloads of cops in riot gear.

Lots of spectators do that.
End of parade is marked by four LEO vehicles, afterwhich anyone, may join in.
In other words, they werent "in" the parade, just following behind it.
