I can't imagine living next to someone like that. Hey ask your neighbors, see what they say. See if the dogs have shade, food, water, which many people asked her and she never replied. Are they long haired or short haired? For all she knows, when it gets above 100 the dogs stay inside.
The question isn't being answered because we know the answer is that the dogs have food, shelter, and water should they need it. I've lived in Arizona too. Our dogs did not spend their whole summer outdoors, but they had what they needed when they were out there. They were healthy, content, and our vet also said as long as they had opportunity for shade and water, they would be fine because we posed the question as folks new to that envirnment at the time. We brought ours in during the hottest part of the day, but any other time(and the temps can stay around 105 in the early evening) they were allowed out.
