He does seem to be oscillating unpredictably between Peace-'n'-Love and Smash-the-State, however with him it's impossible to distinguish actual baseline mental state from the effects of whatever drugs he scored most recently (Looks like he alternating X or mescaline with downers, really).

If he crashes, though, I don't think it'll be the big fatal event (Well, unless he's driving at the time), it'll be him ending up in a protracted stay at the Rubber Room Motel, on the taxpayers' dime.
