Can cities be sued for the criminal activity that goes on in their city council chambers?  Or for the criminal activity in the back alleys and city owned HUD housing?

If this doesn't fail in court, then any property anywhere can be seized with no more excuse than "someone once committed a crime here."   :o :o :o
