CAN, except it's called 'Abstain,' and prior to the NY-9 election I would have put it at 50-50 or better that he was going to tell our UN delegation to do exactly that in the Security Council vote. However, the recent drubbing from Jewish voters may tilt the odds in favor of a veto. Still, it has to be said that Weprin lost the conservative (Small "C") Jewish vote over his NY State gay marriage stand at least as much as over any Obama-Israel issues; that's certainly how Dumb Debbie is spinning it, while of course the GOP and many commentators are saying 'Nah, referendum on Obama.' The truth is somewhere between, and it all depends on whether Obama believes his own spin machine or everyone else on why they lost NY-9.
