He's taking absolutely no chances on saying something completely stoopid (sorta like Plugs, who just can't help himself), since Barry has taken it upon himself to be Teh Wun truly gifted public speaker of the two of them.

And he comes off looking arrogant, phony, and completely plastic all at the same time.

Maybe the reason he comes off looking arrogant, phony and completely plastic all at the same time is because indeed that is who and what he is.
