An EO cannot in any way negate legislation. Period. Well, it's not supposed to, unless you want to rule by executive fiat -- as Barry is wont to do.

True, but an EO can direct all departments of the Exec Branch to suspend any movement towards implementation of legislation

I was assuming that Perry was talking about the fact that ObamaCare was passed via reconciliation, but,  under constitutional challenges about the health insurance mandate, if thrown out, would sky rocket the price tag of ObamaCare, thus it does become a spending issue and the entire ObamaCare legislation falls apart.

Yep, at which point the courts get involved and we have that legal battle that takes place over month after month and brief after brief, with all the delaying tactics imagineable, until the courts order the executive branch to follow the law -- which, when ignored further, results in contempt of court charges.

Seriously though I think Perry is closer to what I want than Romney.
I may not lock my doors while sitting at a red light and a black man is near, but I sure as hell grab on tight to my wallet when any democrats are close by.
