First Al Gore is paying all of them. Second, we have a Civil Rights act in this country. Granted, you may have preferred the Constitution the way it was before the War of Northern Aggression, but as it is the 13th and 14th Amendments authorize such legislation.

Honestly, I see a few nonwhite people in there, so I guess I don't see the problem.
