BONN, Germany, June 5 (Reuters) - The World Bank will suggest a global levy on jet and shipping fuel in recommendations to G20 governments later this year on raising climate finance, a senior official said on Sunday.

Developed countries have already written off chances of agreement on a new binding deal at a U.N. conference in Durban this year, placing a new focus on piecemeal efforts including fund-raising.

Binding targets under the Kyoto Protocol cap the greenhouse gas emissions of nearly 40 industrialised countries but expire in 2012 and now look unlikely to be extended in time.

The World Bank is focusing on a levy on shipping and jet fuels in a report to G20 finance minister in October, among other efforts to keep climate action on track.

They signed up to that kyoto crock of shit while crowing like inmature roosters.

Now they want a "carbon tax" - which will be unspeakably bad.

Actually, IIRC, he did.  And the Senate rejected it 95-0.

My bad, then; however the "0" part of that "95-0" tells you everything you need to know about what a purely pro forma affair the entire attempt was.  If Clinton had had any actual desire whatsoever to get it ratified, he would have gotten most of the Dem Senators to at least make a symbolic gesture for it.

As they are jet-propelled we'll need to assess a carbon tax for the motors.

We'll also need a full environmental impact report on the effects of the proposed Tomahawk strike to include not only the smoke generated but any hazardous releases, the impact on local flora and fauna and the filed plan for debris removal and safe disposal.

Once you have filed all that there will be a public comment period of 60-days before the final submission for review by the committee.
