The Commander in Chief can unilaterally solve the debt problem
If the Republicans are not willing to raise the debt limit then the Commander in Chief should call the troops home and dismiss them from service. The savings would be in the Trillions of dollars and it would be immediate. If the Commander in Chief can take us to war without approval by the Congress then he can certainly end two or three without their consent.

If congress tells the CinC to raise 1 million troops it means 1 million troops and not 1 man less so far as reasonable efforts are able. If congress tells the CinC to reduce the force to 10,000 that is its prerogative.

The CinC commands the troops once formed.
