I used to get offended as all get out about the "padded" bras for younger girls. Now my 9 year old is having to wear bras and I understand that the padding isn't there to pad the bra but as a headlight shield for those who get headlights at that age. It is very suprising at how many girls in elementary school really need a good supportive bra. I suggest that normal people go see what the fuss is all about.
I think the problem here is TiT wanting to indulge himself.
And IMHO, the OP says that tey are getting padding to be more sexy, not to hide headlights. It says a "plunge bra" as opposed to a padded training bra.
Training bra? What, now we treat breasts like dogs, as something to be trained???

Let me ask you: Have you ever purchased a bra for a young girl? These bras are designed to make the budding breasts look symmetrical, to hide the fact that the girl is wearing a bra, and to be able to be worn with v-neck shirts and other tops under which a regular bra would show. I wish they had had these bras in my size when I was developing, I probably would have been more comfortable wearing one. As it was, I was teased mercilessly, and everyone knew I was wearing one. It was humiliating. So whatever can be done to minimize the stigma of it, I approve of.
God help my daughter if she gets my boobs....
