In latest news, the UN has approved action against Lybia..is that WAR?

I remember once upon a time.. not all that long ago... a Republican President went to the UN, and they approved action against a country full of brown people.

There was also a website that shall remain nameless, however the initials are D-U, where many posters claimed that the action approved by the UN and Congress as well, was an illegal war. They also called for frogmarching, and hanging at dawn at the Hague of this President.
