As a full-time fed employee who works in an admin branch I can tell you the deal is, at least as far as military goes:

Absent a CRA or budget all fed employees noot deployed to forward combat zones or in direct support of those units will cease doing their jobs.

We sit at home/barracks/whatever.

We will not be issued paychecks at regularly scheduled pay periods but once CRA/budget passes we will receive pay at next scheduled period with all back-pay.

Alas, the mortgage is still due but I have a savings, for a bit.

^yeah that. My husband works for Uncle Sam. I gotta ask, have the lawmakers offered themselves up for taking a pay cut or reduction in benefits? Hubby is probably getting a pay freeze....

No, those deemed 'Key and essential' stay on...mayber 5 to 15 percent of the DOD civilian workforce, everyone else has to go home.  The uniformed military stays on duty but all non-critical travel, like schools etc., stops immediately, as does all spending besides things like troop subsistence.  Fed law enforcement agencies would have a higher 'Key and essential' level, probably the highest - functions that would represent an immediate threat to public safety or national security if they shut down will continue to function, at a reduced level of effectiveness of course.

IMHO, given the Obama ass-backward priorities, border enforcement is iffy as to whether it would be treated as 'Law enforcement' or 'National security' essential, the Leftie SOB might decide EPA enforcement inspectors to screw with farmers over filling in a ditch was crucial to the national interest, though.
