Our local symphony has the "Symphony Bear" who appears at the symphony concerts for school kids....and doesn't speak while in the kids presence.
The costume is quite similar to the Disney character costumes at Disney World, big and bulky, awkward, difficult to see out of, and head, hand, and feet are exaggerated sized and can't feel anything through them. Which is why, when moving around among people, there is almost always a "handler" near to assist if need be. Same as in the Disney parks.
I have been inside that costume several times....the only thing
I ever felt, was when a bratty 1st grade boy kicked
me in the crotch!!! Symphony Bear loudly saying "oh shit!" around a bunch of school kids was not pretty.

I love to see the Disney Characters and so did my children.....never did I see them do anything untoward. Most likely the only way Donald Duck knew his hand went to the woman's breast, was by her reaction.
Methinks the woman is squawking merely for attention.....
