I know from trying to assist clients in the past that Wisconsin has extremely oppressive landlord-tenant law - extremely oppressive to the landlord, that is! It's nearly im-freakin'-possible to get rid of a deadbeat tenant, they can squat for six months before you can even begin to move them out, and pushing the envelope in any form of 'Encouragement' to move on will only get the landlord cited. There is very little incentive to repair or fix up low income housing in a legal environment like, that unless you are one of the lucky few who actually has a good and reliable tenant in it.
