President Barack Obama intends to use the congressional recess to bypass the Senate and appoint Dr. Donald Berwick, an expert on patient care who’s drawn fire from the GOP, to oversee Medicare and Medicaid, the White House announced late Tuesday.

The appointment was to be made Wednesday, with lawmakers out of town for their annual July Fourth break, White House communications director Dan Pfeiffer said in a post on the White House blog.

The decision means Berwick can assume the post of administrator of the Centers for Medicare and Medicaid Services without undergoing confirmation hearings in the Senate. Republicans have indicated they’re prepared to oppose him over comments he’s made on rationing of medical care and other matters.

Democrats want to avoid a nasty confirmation fight that could reopen the health care debate. Berwick was nominated in April but no confirmation hearing had been scheduled.

“Many Republicans in Congress have made it clear in recent weeks that they were going to stall the nomination as long as they could, solely to score political points,” Pfeiffer wrote. “But with the agency facing new responsibilities to protect seniors’ care under the Affordable Care Act, there’s no time to waste with Washington game-playing.”

The Dems were the ones that refused to hold hearings on this clown. Just another example of Lord Zero bypassing checks and balances.

More info on Dr. Donald Berwick…

(CNSNews.com) – Health and Human Services Secretary Kathleen Sebelius said on Wednesday that Dr. Donald Berwick, an advocate of health-care rationing nominated by President Barack Obama to run Medicare and Medicaid, is “absolutely the right leader at this time” to run the government’s largest health-care entitlement programs.

Under the health-care reform law signed by President Obama in March, hundreds of billions of dollars will be cut from the Medicare program over the next decade. Berwick is nominated to run the Centers for Medicare and Medicaid Services (CMS), which oversees Medicare.

Berwick, a professor at Harvard Medical School, has repeatedly indicated his support for rationing and for the single-payer, government-run health care system of Great Britain.

After President Obama signed a $787-billion stimulus law that created a Federal Coordinating Council for Comparative Effectiveness Research–perceived by critics to be a first step toward creating a federal rationing system for health care–Berwick defended the program and rationing health care.

“The decision is not whether or not we will ration care–the decision is whether we will ration with our eyes open,” Berwick said in a June 2009 interview with Biotechnology Healthcare. quote]

This story CAN'T be true.

Palin was a liar for talking about death panels.

The media told me so.

This was on Fox last night and this morning.

I heard something about he could be in the position close to a year without any interference...but I didn't understand what the people talking about it meant by that.
Just hand over the chocolate...back away slowly...far away....and you won't get hurt....

The DUmmies are overjoyed with this appointment just because conservatives are against it. Little do they realize that their worthless asses will be the ones being denied medical care.

They are the ones celebrating a Stalin coming to power as they are herded off to the Gulag as malcontents and useless leeches.

I will give my eye teeth to be sitting in a Dr's. office with a 67 year-old DUmmy when the Dr. says, "DUmmy, there *IS* a successful treatment for your ailment but because of FEDERAL guidelines, you are not eligible. Here is a bag of pain killers, go home and get your affairs in order. Oh, and feel free to pick up a free kill-yourself-kit courtesy of the state on your way out of the office too".

Both sides have used recess appointments in the past and will in the future when the worm turns again, I can't say the GOP has any particular moral high ground on this one.

It's wrong no matter who does it... but to your point, people only complain when it doesn't benefit them.

My big problem with Lord Zero's appointments is that they are truly contemptible picks , and in some/most of the cases it was the Dems themselves that never brought the appointees up for a hearing.

Sure Bush did quite a few, but most of them were ones the Dems were holding up.
