Chicago Mayor Daley unveils gun control plan

Mayor Richard Daley unveiled a gun control ordinance today that would require gun owners to register their weapons with the city, get training and keep all but one firearm locked up.  But the mayor scaled back an earlier idea of only allowing one gun per adult in a home, instead going with a provision that would limit registration with the city to one handgun a month.  The proposals will go before the City Council Police and Fire Committee today, and Daley said the full council will meet Friday to consider it.  The quick response aimed at curbing the proliferation of firearms in the city comes after Monday's Supreme Court decision that effectively gutted Chicago's longstanding gun ban.  The measure, dubbed the "responsible gun ownership" ordinance, also bans gun shops in Chicago.

The details:

*Under Daley's ordinances, handgun owners would need to register all their guns with the city so police know how many weapons are in each home, and would also be required to have a valid Firearm Owner's ID card.

*It requires firearms training, both in a classroom and a firing range.

*Chicago residents would be able to register no more than one handgun per month for each adult in a home. The ordinance "generally prohibits the possession of a handgun by any person except in the person's home," according to a city news release.

*Only one firearm can be kept in immediately operable condition in each home. Other guns must be broken down or have trigger locks in place.

*Assault weapons are banned, as is the possession of ammunition by anyone who does not have a valid FOID card and registration for a gun of the same caliber.

*Applicants must be at least 21 years old, unless a parent signs for a child age 18 or older.

*To protect the city against costs for a lawsuit in case a police officer shoots an armed person while responding to a home, Daley also said the city will pursue legislation at the state and federal levels granting liability immunity for first responders and the city.

The existing FOID requirement in Illinois overlaps a few of those annoying items where it is mentioned.  I doubt Da Mayor is going to get a lot of love on the liability exemption, since none of the many Illinois cities lacking his idiotic local gun laws have proven to need one so far, and the rep of the Chicago PD is not such as to instill confidence that an exemption would anything but a shield for abuses of power.

It doesn't. But the ruling didn't address registration. According to the read of teh paragraphs posted (did not click link, I admit), he's going to allow registration at 1/month... Did he put an upper bounds on it?

He's also bumping up against the DC laws on this... will be interesting.

I'm in a crappy mood because I'm sick... so I'm just going to say this:

I hope someone breaks into his home, ARMED, and he has no way to defend himself because of HIS "ban".  Douche bag.

There is a severe disconnect in liberal beliefs.  They want to ban guns, yet fight against stricter penalties for criminals that use guns while committing crimes.  Let's just make a mandatory 30 years for any convicted felon caught using a gun to commit another crime.

Florida has a mandatory 20 years if one uses a gun to commit a crime.

Florida is very pro-gun ownership...but if you use it or TRY to use it...the penalties are harsh.  Don't laugh, but when I first moved to Florida, I dated a Pawn Shop owner (I think he was mob..) but anyway....One night, he thought he was going to be held up at his store, so he came out and pointed a gun to the prospective "robbers"...turns out they were just people going to his store to pawn stuff.  Well, the cops were called, he was arrested and he had to spend upwards of 100K for bail, and over 100K for attorney fees, and 3 years of court appearances before he was found innocent.  It screwed up his life.

And he didn't even USE it.  Broward County.  Of course South Florida is more lib than the northern part of the state.

What the hell does Lord Daley consider an assault weapon?  Last I heard you could assault someone with any kind of weapon.  It doesn't even specify a gun.  He is an idiot.  I want to crotch stomp him. :bird:

Back in the day while I was driving Foemula Ford, another driver failed to show one spring. Seems he'd shot someone dead in Brooklyn. Afew years later, less rthan 4, he was back. I asked him what happened. Seems he'd been in a bar in Broolyn and was in an argument, and the Bozo threatened to smash the guy's Ferri. So he went out and stood between the Bozo and his Ferrari. The Bozo got a tire iron out of his trunk and started to  rush across the street, wavinfg the iron.  So the guy shot him dead. Less than 5 inside.

Yes, Italian ancestroy, had been to Umberto's Clam House and could, nontheless, shoot stright.

I can't quite agree with that statement. The simple use of a gun during a crime should result in heavy penalties or imprisonment. That said, if someone uses a gun and kills another during the commission of a crime, THEN the firing squad.
