http://www.caiso.com/LADWP actually has a surplus of generation versus demand, and while they have to communicate with ISO to coordinate selling/buying of power, LADWP was actually a lot better off in 2000-01 than were SCE/PG&E, because they were not investor-owned utilities and could let rates "float".
