How much of a nanny state has this country become? The only real solution I see if states want to get out of this (something they shouldn't have to do in the first place) is not accept grants. Deval Patrick tried to push the same nonsense in my state, but the school committees throughout the state pitched a fit because it is ridiculous, and yet another unfunded mandate.   

It went to committee for further study (code phrase for death of a bill).
