How about all of the above. 

IMHO immigration is next.  I've already heard that this WH is working on a blanket amnesty program for all the illegals already here.

That and they are grooming some Law Professor from California to take a spot on the 9th Circus and using that as a stepping stone to the SCOTUS.  A prof that has said that he thinks John Roberts is a "radical because he believes in private property rights".

They've succeeded in "reigning in" the insurance companies, so next they will "reign in" oil companies, gun manufacturers and tobacco companies, all "for the good of the people."
