I do believe it does do one thing to lower costs...I think it's going to reduce Medicare payments pretty much across the board.  Of course, we'll have doctors quitting, clinics closing, dialysis facilities going under, and people dying like flies...but it'll cost less money.

Your quite accurate but many out there miss the greater picture.  After people realize that much of the money "saved" was actually double counted a few times there are no savings at all.

Oh and lets not forget how company friendly this HCB is.  AT&T says they will only lose 1 billion in revenue, now if that is not job friendly I dont know what is.  Hey they cost all of these evil greedy private corporations money nothing sensible registers in their peanut brain that unemployment will go up, tax revenue down and consumer spending down.
