With Biden, it's really more a question of whether you can rely on his mental competence, rather than a 'Trust' issue, strictly speaking.

Yep! All we would need to do is word the question the same way liberals try to screw with ballot initiatives. You have to vote no in order to vote yes. Biden would pee his britches tryin' o figure it out and in the end, get it wrong every time!
