Coup to be Cancelled?
« on: February 28, 2010, 01:13:21 PM »
Kent Conrad (D-ND) chairs the budgetary committee, the committee that would be needed to push ObamaCoup through the senate via reconciliation.

When asked about dem leaders wanting to use reconciliation he says: shit in one hand and want in the other and sees which one fills up faster...

Quote
reconciliation cannot be used to pass comprehensive health care reform. It won’t work. It won’t work because it was never designed for that kind of significant legislation. It was designed for deficit reduction… The major package of health care reform cannot move through the reconciliation process. It will not work… It will not work because of the Byrd rule which says anything that doesn’t score for budget purposes has to be eliminated. That would eliminate all the delivery system reform, all the insurance market reform, all of those things the experts tell us are really the most important parts of this bill. The only possible role that I can see for reconciliation would be make modest changes in the major package to improve affordability, to deal with what share of Medicaid expansion the federal government pays, those kinds of issues, which is the traditional role for reconciliation in health care.

So if the democrat chairman of the budget committee is opposed does it still have a chance?

Has legality of actions stood in the way of this administration?

They'll just tack it on a budget bill as an amendment.

But non-budgetary provisions can be hacked-out.

Didn't they in the last budget put 600 billion in there for health care??

If so, why can't they just say that the parts they need are for the money already set aside

Not sure one way or the other about the first part but it only takes 1 objection to the parliamentarian to have non-budgetary items stripped from budget bills. For the most part senators don't go around doing that to each other to avoid setting off a earmark nuking shitstorm (would that someone set off a shitstorm and we could watch them nuke each others earmarks).

However, as the OP stated, "It will not work because of the Byrd rule which says anything that doesn’t score for budget purposes has to be eliminated. That would eliminate all the delivery system reform, all the insurance market reform, all of those things the experts tell us are really the most important parts of this bill."

Without things like the mandates the costs suddenly explode far beyond the paltry $2.4 trillion now projected.

Even then all budget provisions sunset after 5 years.

Hi,

Thanks for posting this, I learned something.  Actually to me this is just technical BS and a king can do anything he wants to, just watch Chavez.

I really hope the coup is not cancelled; but rather they try to pull it off unsuccessfully.  That means a lot of folks get hurt in the process, "Eh Tu Brutus?"

What we need is for the bill to fail and a lot of folks go down with it if you ask me.  If this goes as I hope we will change his name from Lord Zero to Captain Impotent for the remainder of his only term.

regards,
