I guess the dolt doesn't know that often any area you intend on caulking needs to dry out for long time before the caulk will dry. I'd say a shower probably needs to dry out for at least 30-60 days, and maybe longer.
Then again, he could buy some marine or industrial caulks, but that would mean he'd have to spend some money to help poor people have a functional counter and bathroom, so that won't happen.
