Well, exactly; all human economies are economies of scarcity, if price is not allowed to function as a floating allocator for goods, then other means come into play, like 'How long are you willing to wait in line for your loaf at that next bread delivery,' which is how things worked in the old Soviet Union. Of those who didn't have an 'In' on the supply pipeline, only the hardy souls who were most willing to cue up and stay in line got the bread...if there were 100 loaves, the first 100 people got a loaf.
