Throughout the years there have been plenty of legally retarded people who were great parents. There have also been plenty of genius people who were horrible parents. Whatever the problem is, they need to at least give her a chance. At worst maybe have a nurse stay with her the first week.
We can kick this up a notch, can a blind mother or deaf mother care for a child ?
What about woman that are have epilepsy, are mute due to any number of factors.
Imagine living in a state that refuses to marry a woman with epilepsy or force abortions on woman who are epileptic, This was a law within my life time.
Closer to home was the State of Connecticut that in the late 1960's could arrest and jail anyone giving by word or print information about birth control to other woman. A jail offence to have birth control pills on your person.
For us military wives we received our pills on the Sub Base in Rotten Grotten, we traveled to and from the base in a government bus and were warned to keep the pills at home and never discuss the pill with civilians.

Virginia in the early to mid 1970's had laws that allowed people to buy food on a Sunday, the law caused stores to drape cloth or signs over items that were not allowed for sale on that one day a week. Here's a good one, when I first started work men were paid more as they had a family to suport, woman were allowed to only work 40 hours a week and a woman who was pregnant had to stop working 6 weeks before due date.
Laws change, but there are still people out there that have no consern for the people that are effected, only their own adgenda.
