Am I misinterpreting this or is Harry Reid saying the healthcare reform will cost $2,000,000,000,000 ?

Somebody, I think at Heritage Foundation, said that the CBO scored only about 1/3 of the true cost or $800 billion. Using their numbers the true cost would be over 2 TRILLION over 10 years and only cover about 2/3 of the people that are currently uncovered.
