I've got a personal story on this one--my brother is the comptroller for an auto dealership chain based in Saratoga Springs NY.  He told me last week that his group didn't want to participate in C4C, and he thought that that decision was stupid.  Maybe not . . .

NEW YORK (AP) - Hundreds of auto dealers in the New York area have withdrawn from the government's Cash for Clunkers program, citing delays in getting reimbursed by the government, a dealership group said Wednesday.
 
The Greater New York Automobile Dealers Association, which represents dealerships in the New York metro area, said about half its 425 members have left the program because they cannot afford to offer more rebates. They're also worried about getting repaid.

"(The government) needs to move the system forward and they need to start paying these dealers," said Mark Schienberg, the group's president. "This is a cash-dependent business."

The program offers up to $4,500 to shoppers who trade in vehicles getting 18 mpg or less for a more fuel-efficient car or truck. Dealers pay the rebates out of pocket, then must wait to be reimbursed by the government. But administrative snags and heavy paperwork have created a backlog of unpaid claims.

Schienberg said the group's dealers have been repaid for only about 2 percent of the clunkers deals they've made so far.

Amazing, they've gone through 1 billion dollars, and can't pay the people it's suppose to go to. Yep, I trust them with my healthcare.

To anyone who has ever waited for a check from the government for money they owed you, such as a tax refund, this is entirely believable.

SO the dealer takes the car in - has to disable it and gets at some point $4500 from Uncle zero. How's the wholesale market place for cheap used cars doing?? Isn't the gubmnt hurting the poor with this disaster??

The chatter I'm hearing is that it has driven the supply down and the price of "affordable" (under-$5000) used cars up.  I haven't seen any numbers... what I've seen has been anecdotal. 

The Big Zero managed to rip off the car dealers and the poor in one move.  Good job, dickhead.

Then there are all the other retailers that are losing out, because so many people bought cars now and put off buying other large ticket items.  Plus, by disabling all those trade ins, it will curtail the supply of used/rebuilt parts that many poorer people rely on to keep their clunkers running.

True.  Most of the self-service Pull-A-Part-type places will keep a vehicle on their lot for a fixed amount of time before having it crushed to make room for a different vehicle.  If there are no replacements available, I guess you're screwed if your '89 Buick Skylark needs a new MAF to run and you don't have the $300 for a new one at AutoZone.

Did I mention I love my local P-A-P?  $25 for an entire door?  Hell yeah.

"Survey: Cash for Clunkers is tapped out
All of the money authorized by Congress for the Cash for Clunkers program may already have been spent.
Late Tuesday, the National Automobile Dealers Association in Washington, D.C., released a survey of its members that estimated they have submitted claims for nearly $3.3 billion. The Cash for Clunkers program is only authorized to spend $3 billion.
Originally, Congress authorized $1 billion to jump-start the stalled auto industry by offering rebates between $3,500 and $4,500 to owners of low-gas-mileage clunkers if they trade them in for new, more fuel-efficient vehicles. Under the program, dealers offer buyers the rebates up front and then apply to the government for reimbursement.
The rebate money was gone in a week, and the additional $2 billion approved Aug. 6 now appears to be claimed as well, according to Billings dealer Bill Underriner, co-owner of Underriner Motors and a NADA board member.
"I think within days this program will be suspended. And I don't think this thing will get funded again," he said." Billings Gazette

What will happen to that extra $300,000,000 that dealers have paid out?  They'll be SOOL, is my guess.  Another efficiently run federal program.

Where are the cold facts here.?

We throw these numbers around and they are so huge my calculator wont go that high.

I rounded the money off to a rebate of $5000. per car sold  by a dealer.

Even the largest dealerships cannot afford 2 customers a day for 30 days---Thats $300,000 a month out of pocket. 

So big question, where is all that money going, we are talking Billions here not millions.

one million=200 cars ??? 

$10,000,000 is but 2,000 cars  One billion=20 thousand cars==3 billion =60,000 cars divided into 50 states equally is 1200 per state,???

Wait Here a minute, I must have made big errors in my math it is only 3 AM where I am.

The nearest dealer to me has about 32 new cars for sale, rest trade ins.

This small business man needs $300,000 in the bank at least in order to sell those new cars this month.

He will have to borrow the money from a bank that has interest charges until he gets his government check, hire extra help to do the paper work correctly slightest error and he is back to waiting more months for the check, pay more interest to the bank etc.

Someone has this down really darn good, this take over of big industry, health and next will be the medical drug  company's.  Good thinking there all the scientists involved with working on inoculations for infectious disease will become government workers and put to work for the military to develop a method to spread that disease---Brillient.

66,666 CARS, ACTUALLY at $4500 and $3billion , 1333 per state. The Gvt. can't even get the checks out on this, they are only 7% paid, the dealers can't sit on rthe debt, they have to work the money.

Some Birmingham,Alabama dealers are also dumping the "Cash for Clunkers" fiasco.  One says his dealership as sold almost 100 cars and has only been reimbursed for three so far.
