The USPS and the federal government have a funny relationship which results in the USPS getting raped regardless of administration.
Here is the short version -
USPS falls short on profit, Government says 'Aww, thats too bad -- you'll have to raise price of stamps and/or change your business model ' Which can't be done without congressional approval, which takes ages to get.
USPS generates profit, Government says 'Thank you for your contribution.'
I believe that USPS should continue to serve tied to the federal government because of its fundamental importance, and it shouldn't be hamstrung by state regulations-- but it needs to be allowed to act independently so it can react like any other business when things change for the better or worse. And the government needs to stop taking the profits during good years.
