Gov. Arnold Schwarzenegger is proposing to completely eliminate the state’s welfare program for families, medical insurance for low-income children and Cal Grants cash assistance to college and university students.

The proposals to sharply scale back the assistance that California provides to its neediest  residents came in testimony by the administration this afternoon at a joint legislative budget committee hearing.  It followed comments by the governor earlier today that he would be withdrawing a proposal to help balance the budget with billions of dollars of borrowing and replacing it with program reductions.

The proposals would completely reshape the state’s social service network, transforming California from one of the country’s most generous states to one of the most tightfisted. The proposals are intended to help close a budget deficit estimated at $21.3 billion.

Between Prop 8 and the recent defeat of all the tax increases int he special election...Ahhhhnuld is being reminded very clearly of exactly who put him in office...it would seem that this is a nod towards that fact.

There are people to this day in California that despise Ronaldus Magnus for making state welfare recipients actually *gasp* work for their checks.

IF this actually passes I can only imagine how they will disparage The Terminator.

Sadly, most of it will not be easily recognized as it will be in Spanish and you'll be hearing it from the back as they head either to other states or back home.

It's as I've said many times--illegal immigration is a problem for both the federal government AND the states.  While the feds have the responsibility of keeping the illegals out in the first place, once here we need to take away incentive for them to stay vis-a-vis welfare, healthcare, in-state tuition, etc.

When I was on recruiting duty not all that long ago, I had to submit a waiver to DC for a kid.  The LT whom I was running the telephonic waiver through asked about a program requirement and why the schools didn't verify this (Nuclear Power is very picky about citizenship requirements--go figure), and he was stunned when I told him that the schools in CA weren't even ALLOWED to ask a kid's immigration status, let alone citizenship.

If states cracked down on this and employment (and the feds bear some responsibility for enforcing employment rules as well), I daresay the illegal immigration issue would resolve itself VERY quickly.  Case in point--some of you might think using NH as an example might not be a good idea, but consider this--why is it states like New York, Massachusetts, and Maine are bursting with illegals when a state in the middle of them (NH) has almost none?

Long term care? I agree. For example a down's or autistic person does not have the same facilities as the average person to pull themselves up(although some still do, some just do not have the capacity). Disabled, using it in the term I am, truly are one of the more helpless among us that should receive our care out of basic human decency and compassion.

A person with all their facilities shouldn't need more then a little bump up to get over the tough time. Long term care should not even be an option for someone with the capacity to work. But then again, I'm against the Pell Grant  too...I don't understand why the 'disadvantaged' can't take a student loan like those probably only making 20k more then them have too. Why should one start out with an advantage they didn't earn(ie a free education) when they finally get the coveted job on the other end that pays more? Now the middle class kid who earned their education is actually at a disadvantage to the one who was poor merely because they or their parents made more then the kid whose parent was a deadbeat. I never understood why 'poor' kids don't have to pay back their tuition, but middle class kids do. (I'm leaving the discussion of scholarships out of this as the majority of students don't normally meet the standards for those)

The last welfare reform bill DID NOT go far enough.  To maintain the safety net, we should have real welfare reform and impose a 12 month lifetime limit on how long folks can receive public assistance - during your entire lifetime you only have 12 months worth of assistance available which can be used at the individual's discretion [parcel it out or use it all at once], but whatever method they use, once those 12 months are used up, you cannot get it again.

Ideally, what we need is a NATIONAL plan similiar to what Arnold is proposing to PERMANENTLY do away with welfare.
