ok, two points.

first, why should anything be required to be in compliance with the POTUS's anything?  He has a say in whether it becomes law with the veto.  It goes too far from what he supports, it gets vetoed, end of story.

second, that vote total tells me that it wasn't just D's voting it down.

I think DeMint, a solid conservative, was trying to embarrass the dems AND Obama into living-up to Obama's campaign propaganda on earmarks.

How telling is it that the dems won't enact their president's pledges and the president himself won't fight for but sits idle while his political revivals do his heavy lifting for him?

those are both good points, and that would have been the case had the R's voted as a bloc.  By splitting their votes, they effectively ceded the issue.  If they had voted unanimously, they could hold a presser and state that they were attempting to fulfill one of P0's commitments, but the Dem's decided their earmarks were more important.
