On the afternoon of April 26, 1982, a South Korean police officer in Kyung Sang-Namdo named Woo Bum-Kon. Woo lived in a small village. He was 27 years old and was originally from Seoul. He had a nasty argument with his girlfriend and left the house. Woo goes to the police armory and starts to drink whiskey and get drunk. Then he takes a carbine rifle and hundreds of bullets and some grenades. He starts his killing spree. He goes house to house shooting and throwing grenades at people. People let him in because Woo is a police officer and they think they are safe. However, it proves fatal for them. Many of the people he shot were execution style. In some cases, whole families were killed off. Then he starts going to other nearby villages and continuing to shoot or blow up families. Many could not defend themselves because of gun bans. In one instance, he forced a young boy in a store get him some snacks. Afterwards, Woo shot the young boy at point blank range, killing him instantly right in front of his parents. Then around the early morning hours of April 28th, he is at a house holding three people hostage. He has two grenades and blows himself up. The three people also die. In eight hours, 57 people were murdered and 35 injured. Woo fired 176 rounds. During the murder spree, police had their obligatory meeting and causes fallout. South Korea Interior Minister Suh Chung Hwa resigned as a result of the mass murder and Roh Tae-Woo became the new Interior Minister, who later President of South Korea. It is the worst mass shooting and mass murder by singler to this day. The death toll exceeds that of Port Arthur, Virginia Tech, Killeen, UT Clocktower masscre, and Columbine.

When I was stationed in Korea I saw a few civil defense exercises. When the siren goes off, all able bodied Korean males have their helmets on and weapons in hand. After compulsory military service I guess they're in the reserves for life. Believe me they are everywhere, talk about labor intense. But that's good because the north is only a few minutes away by air.
I didn't know Korea had a gun ban but it seems to me there should have been enough reservists with weapons around that could have "handled" the situation.
