Republicans or Democrats? 

I'm only going for focus on actual criminals, people convicted of crimes or pardoned by a president for a crime:

let's start with the Democrats since it's charged that the Democratic nominee seems to prefer the company of criminals:

• Bertram Podell D-NY, pleaded guilty in 1974 to conspiracy and conflict of interest. He was fined 5K and served four mos in prison. (1974)
• Ted Kennedy Senator(D-MA) drove his car into the channel between Chappaquiddick Island and Martha's Vineyard, killing passenger Mary Jo Kopechne. Kennedy pleaded guilty to leaving the scene of an accident and received a suspended sentence of two months(1969)

Half the Republicans listed were victims of railroading during the Watergate "gotcha".

So I'd say, to answer the question, it is certainly the democrats who are the most corrupt and dishonest.  They can't even post an honest list.

And what is any list of political criminals without the biggest name of them all.  The one who, on the last hour of the last day of his term in elected office, signed off on a GUILTY plea deal for Felony Purjury, and to this day is a CONVICTED FELON.
