I had heard something to the effect that Clinton signed a law that left any successor to him with 10 years' worth of USSS protection.  Is that the case?

My understanding is that they won't be.  I recall reading someplace that BJ Clinton signed legislation or enacted an executive order or somesuch to the end that he would be the last President to enjoy lifetime SS protection.  OTOH I could be mistaken or that rule could have been changed.
Taxation if and only if Representation.

The Founding Fathers only got it half right.

Former presidents and their spouses for their lifetimes, except when the spouse remarries. In 1997, Congressional legislation became effective limiting Secret Service protection to former presidents for a period of not more than 10 years from the date the former president leaves office.
