There are some pretty scary hos out there, it could be classed as a frightening costume.
Parents who allow their daughters to dress like that have no morals either, IMO. 
Honestly, I'd be surprised if many were even aware, they can be a crafty bunch
I take it you haven't been to a mall or airport lately. You see early teens (and younger!) WITH THEIR MOMS dressed like complete whores.
Who do you think buys those clothes?
I'm speaking as someone, whom while in high school had my apartment be one of the spots for the 'good' girls to change into their party clothes before heading out on the weekends or thursday night college bar parties. I knew lots of girls, who'd take a spare set of clothes to change into, as soon as they got to school.
I can see that with teens -- but I am talking prepubescents. And, like I said, nowadays, teens don't need to sneak out -- they just borrow their mom's ho clothes.
Point of order, though. You can make just about anything sexy or trampy looking with a few minor adjustments so dogging a girl's mothers closet is a bit over the top. Think of how an innocent pair of shorts with a different top can be made racier. Heck I can go into my closet and turn innocuous outfits I could wear out with the family into something suitable for the red light areas of Columbus with a few minor adjustments. Really, free, you'd be amazed at how creative young ladies can get with these things. The old adage is true that where there is a will, there is a way.
Another example: women have makeup--nearly every woman I know...make up is harmless and can be applied many different ways. Girls swipe their mother's make up all the time and likely put it on in ways that would make their mother's cringe. I actually used to do this. I'd put my make up on on the way to school or when I got there. I was hiding clothes too, but I was more of an 'alterna' chick
so I'd take the ripped fishnets in my bag and I'd keep the boots in my locker at school.
But they don't need to adjust anything -- their mom's clothes are pre-hoified.
You can 'hoify' anything you want if you really want to or just pair up something fairly innocuous with something that isn't and voila(example: I had a girlfriend who had a wool houndstooth skirt that was just above the knee...she'd wear it with fishnets and a top that went off of her shoulder--had her mother worn it, it would have passed for business attire paired with the right stockings, shoes, and blazer.
Any teenage girl can raid a mother's stash of exercise gear(for women who wear more then sweats and tanks) and find a way to hoe it up. Also, this trend towards hip fitting jeans is a bad one. They simply do not fit a lot of women appropriately and I think with the stretch in denim, women are inclined to get a size too small since it will fit even though it is very tight. All that said, grown women can have clothing that is both classy and sexy anyway. A daughter raiding a closet of their grown mother is a discipline issue that should be addressed. There was evening wear and cocktail dresses in my mother's closet that was not appropriate for me, but it was for her in the right setting--I'd hardly call that a 'hoified' wardrobe.
All that said, I need little defense against yours since let's face it, out of the two of us, only one was a teenage girl once(I hope

). I am fully aware of just how creative(and sneaky) teenage girls can be and I am also well aware that many of those young ladies don't have mothers that are poor examples or are pushing them towards any of that.
PS My daughter is a tomboy mostly so I'm certainly not defending any issues here
