A number of news sources report the claim, but it has serious credibility issues:
* Judging by the dates of the articles, early 4th week of September 19
23, the claim was made around that time in 2023;
* The source was John F. Kelly, one of Trump's chiefs of staff in his first term;
* Trump fired Kelley in December 2019;
* After being fired, Kelly claimed that Trump often praised authoritarian regimes in meetings;
* In October 2024, Kelly described Trump as "Fascist".
IOW, the amputee comment claim needs to be taken with a large block of salt labelled: "The source for this claim HATES Trump."

The woman is not an amputee, but she clearly is disabled.

The man standing next to Trump has a prosthetic arm, and the woman appears to be the same woman seated in a wheelchair in the picture above. Worth noting is that this was a campaign visit, which means the two were probably survivors from the Kabul airport bombing and are veterans.
It's amazing what you can find with an OK search engine and the sophisticated search phrase, "trump public visit to arlington national cemetery"!
