SSGSB, the title says it's about the pardons, but everything I'm seeing there is talking about the warrants. What am I missing?

In legalese, warrants are not just for arrests and wiretaps. It's a way saying, "Bring me this particular person for this particular purpose."
It's why WARRANT officers have a more restricted powers than their fully commissioned peers - their office is very particular.
In this case, the warrant is to produce the particular convict for the particular purpose of commutation or pardon.
