not including the cost of the work L3Harris will be doing on the communications systems.
The context is that Boeing received a contract for new AF1s during the Obama Administration, which was renegotiated during the Trump Administration, with a delivery date of 2024. Boeing recently said they won't be able to deliver until 2035. As for L3Harris, they are a major defense contractor, and communications equipment from the TWTs and microwave power modules in drones and Humvees to systems in planes is their realm of expertise.
Supposedly, Boeing will deliver new AF1(s) in 2029, but until then (or whenever they actually do) this will improve Presidential safety and possibly/probably save $$ (in the form of the old AF1 being retired from use receiving less or no maintenance) during the interim.
