It was a successful lawsuit by the ACLU that enabled the establishment of the DUmp by emptying the insane asylums.

The "emptying" of California's mental hospitals was in response to Federal laws/regs passed in the 1950s and began in the 1960s under Democrat Governor Pat Brown (Moonbeam's Dad). It continued under Brown's successor, Reagan, but California State Mental Hospitals were never actually emptied. Quite a few are still in operation, and even some that did close were closed in the 1990s, e.g. Agnews State Hospital, here in the Santa Clara Valley.

The real mentally ill wandering the streets of California and New York are many/most of Dems' Sacred Homeless.

     Just for the sake of argument, let's say that Reagan DID "shut down" or "defund" health care. Let's suppose he did it, and did it just for meanness. Just suppose.

     Why didn't Clinton reverse it? He had two admins to do it. Why didn't he?

     Why didn't 0bama reverse it? He had two admins to do it. For a while, he could push thru anything he wanted. And he did.

     Why hasn't Biden reversed it? He's 2+ years in.
