That is the beginning of the Preamble to the Constitution. All that follows after the beginning of the Preamble above is not important if Justice is not established.

There must have been a reason for the Founders to put it first?

kentuck's form of justice is "I get my way all the time and those opposed don't". His form of justice has nothing to do with the ethical idea that people are to be treated impartially, fairly, properly, and reasonably. That can be said of the majority of Dems/leftists.
