Think about it. A pardon for his full list of crimes over the years.

With conditions:

ankle bracelet, restricted movement
gag order
seizure of assets
full confession of crimes
community service


That would totally strip him of any power.

And it would terrify any/all who cooperated with him over the years.+

     Um, if that's what he gets with a "pardon," what do imagine the punishment from actual conviction would be? These are some sick, delusional people.
