It's that bully pulpit bullshit fantasy, that if Daddy just gives frequent sternly worded speeches everyone will do what he wants.
Considering the absolute anxiety that he has you mutts worked up into, 8 days a week, I would say plenty was accomplished. Just as a reminder, his presidency was so successful, that while the Dems took the Oval, Senate, and House, yall still lost your golden calf, named "Abortion". There is absolutely jack squat you can do about it.
