There are a couple of pictures of him floating around on the internet that might explain why he dressed up as a woman. One picture shows him dressed in a black suit, white shirt and red tie. Another picture shows him with a "47" drawn on his cheek. In the Hitman series of video games the main character "47" wears a black suit, white shirt and red tie. He also has the ability to assume the identity of those he knocks out/kills by disguising himself as the person he took out. Perhaps this murderer thought this would work in the real world?
I'm probably very wrong but it's a possibility.
