These people don't even realize how their overly liberal safety policies affect the price they pay at the pump.
Here's one real world example;
I was managing a job for a refinery and they asked if we could put in a 10" nozzle that was not on my scope of work. I told them sure, and gave them a price of something like $10k or $12k. They were supplying the reinforcement pad and I was supplying the nozzle, equipment, and labor.
The project manager for the refinery called me and asked why it was so expensive. I told him "in order for me to install that nozzle I have to have; 1 unproductive superintendent, 1 fire watch, 1 hole watch (for the confined space), 1 bottle watch (for the supplied air), 1 equipment watch, 1 welder to actually do the work. There are 5 people there who are not allowed to perform more than the one job they are doing, even though realistically 1 person could have done the fire watch, hole watch, and bottle watch. They can't do that because safety will not let them. I have to have 5 people watch 1 person work and ALL those people want to be paid."
He told me he had argued with their safety department about that all he was going to argue with them about it and he approved my change order.
In the old days when I was the welder, I could have done that job for about $2,500. That was before all the liberals saved us from ourselves.
