But that is the problem. Bureaucrats follow their personal agendas and will actively work to thwart a president or whatever leader they disagree with. It was openly done during Trump's presidency and was likely done during most republican presidencies.

Bureaucracies always wind up serving itself first. Starts out great, but will always morph to protecting its turf at all costs.

That's why the government and all its hangers-on should be dismantled every 50 years and the apparatus moved to an undisclosed location. It'll take a few years for the lobbyists and the professional bureaucrats to find it, but starting over with a clean slate will do wonders for cleaning out the garbage.

And then sure enough, the entire process will need to be repeated.

Since the federal government has YET to be cleaned out since formed back in the day, we're long, long overdue.
