LOUISVILLE, Ky. (LEX 18) — Chief of Police Robert J. Schroeder is declaring a state of emergency for the Louisville Metro Police Department (LMPD) as they wait for Attorney General Daniel Cameron's decision whether or not to indict the officers in the Breonna Taylor case.

The department has canceled all off days and vacation requests until further notice.

"The public may also see barriers being staged around downtown, which is another part of our preparations," Sgt. Lamont Washington said in the statement. "It is important to note that the AG has no timetable for the announcement."

Taylor, a 26-year-old emergency medical worker, was killed by Louisville police serving a "no-knock" narcotics search warrant at her apartment. They found no drugs in her home. An officer was shot during the raid by Taylor's boyfriend, who has said he thought he was defending against a home invasion. The boyfriend was initially charged, but those charges were later dropped.

Louisville has seen riots. It could get worse.

One of three police officers involved in the Louisville, Ky., drug operation that led to the death of Breonna Taylor in March 2020 was indicted Wednesday on criminal charges.

Officer Brett Hankison, who was fired in June, was indicted on three counts of wanton endangerment in the first degree, a Jefferson County grand jury decided Wednesday. Neither the grand jury nor the presiding judge elaborated on the charges.

A warrant was issued for Hankison's arrest and he was booked and released on $15,000 bail, according to local reports.

Officer Brett Hankison is the only police officer to be indicted on three counts of wanton endangerment in the first degree. Louisville has been on lockdown.

After an initial Kentucky State Police ballistics analysis into the deadly crossfire came back inconclusive, Cameron said investigators turned to the FBI for an independent examination and review.

The FBI ballistics determined that the shot that killed Taylor came from Cosgrove’s gun.

Cameron said investigators were unable to specifically identify the source of all of the other bullets that struck Taylor. He also said he could not discuss why Taylor had been struck but Walker had not

Immediately after the announcement, people expressed frustration that the grand jury did not do more.

“Justice has NOT been served,” tweeted Linda Sarsour of Until Freedom, a group that has pushed for charges in the case. “Rise UP. All across this country. Everywhere. Rise up for #BreonnaTaylor.”

Bernice King, the daughter of the late Martin Luther King Jr., said she was “Praying for Breonna’s mother and family. Because they knew and loved her before her name became a hashtag.”

Hankison did not kill Breonna Taylor. It was Officer Myles Cosgrove.

Kentucky Attorney General Daniel Cameron spoke to press on Wednesday, releasing the findings of two independent investigations into Breonna Taylor's death, one of which was conducted by the FBI. Both of those investigations concluded that the officers who arrived at Taylor's home in the early hours of March 13 did in fact make their presence known.

A witness at the scene stated that the officers banged on the door and announced themselves before breaching the entrance. It was once they were inside, Cameron said, that Taylor's boyfriend, Kenneth Walker, fired on officers, and that fire was returned.

Sgt. Jonathan Mattingly was hit by Walker during the shootout, and fired back, as did Detective Myles Cosgrove. Taylor was lamentably caught in the crossfire and shot six times. One of those bullets, fired from the gun of Myles Cosgrove, was fatal.

It was not a no-knock warrant.

“Evidence shows that officers both knocked and announced their presence at the apartment. The officers’ statement about their announcement are corroborated by an independent witness who was in proximity to Apartment 4.”

“In other words, the warrant was not served as a no-knock warrant.”

It’s important to make clear that, although it had been reported that police had a “no-knock” warrant, they ended up not executing it as such on the scene.
