Exactly. Absentee voting requires actively requesting a ballot be sent to you and it has to be the address they have on record for you.
Mail-in voting: ballots are mailed to all registered voters whether requested or not. Nothing to prevent fraud.
Mail-In ballots are sent to everyone:
* Whose is on voting rolls that may have a significant number of deceased or people who have moved and registered elsewhere;
* En masse, on known dates (batches can get lost or be stolen);
* Ballots sent to residents of ALFs and SNFs are easy targets for fraud.
