I don't know what state that individual lives in, but it can't be Michigan.
I have been temporarily* laid off from my job, along with about 25% of my co-workers, and those kept on reduced to 36 hours (usually 40-50) per week, while the company recovers from loss of raw materials coming in and sales going out. All of us, laid off and with reduced hours, are getting the $600/week supplemental.
I don't know how those on reduction are getting theirs; I believe it's coming through the Unemployment Insurance Agency of the state.
As for me, I'm getting both unemployment (about 75% of my net pay when working) plus the $600 supplemental, rolled together and direct deposited bi-weekly.
(By the way, tax withholding is in effect. Still receiving roughly 150% of working net.)
Even so, I'm looking forward to getting back to work. This is unsustainable.
