Recount Question(s)

Can anyone answer a question that has bothered me for a long time?

When a recount starts and the loser inches up in the counts, but it's not enough, so they count them again, and in some cases a 3rd or 4th time, and each time the loser is gaining ground, why does the recount stop immediately after the loser is now the winner?  Why doesn't it continue?

As an aside, does anyone know if a recount has ever helped a republican win an election?

I didn’t realize they were ever behind in the count. So they’re the ones who asked for the recount?

I thought it was the Dems who were behind and asked for the recounts.

The dems want the recount so they can find enough new ballots to win.

A person posted on DI that RCP said a recount has never brought a Republican from behind to win.

I could not find that on their site but did not look that hard for it either.
