Give every american the exact same amount of money and in a months time the DUmmies would be broke and the used to be rich would be rich again.
This reminds me of something that happened up in Canada, during the late 1970s, if I remember correctly.

The American oil company Conoco had some properties up in central Canada, but had lost interest in developing them for oil. The Canadian government, at the time socialist, decided to buy the properties and make them a nationalized operation, as it was important for employment in the area.
Inbetweentimes, the socialist government was topped, replaced by a conservative government, which decided, yeah, we'll buy the properties, make it a private corporation, and distribute shares equally among each Canadian citizen; we'll give the wealth to the people.
And then the conservative government was toppled, replaced by a socialist government, which decided, no, we can't have that, giving the wealth to the people. Wealth belongs to the government, not the people.
And then the socialist government was toppled, replaced by a conservative government (this was taking some years to accomplish), which decided, well, okay, we'll buy the properties, issue stock, and sell it to investors on the stock market.
Nobody, least of all the people of Canada, won in that instance; only the government.
